A Texas Franchise Tax return may receive the reject code 3590:

The Public Information Report was not submitted with the tax return

Most likely, the state has accepted the return. If the return is missing the PIR, you can resubmit it with the PIR or contact the state to verify whether or not the return has accepted at 800.252.1381.
